Job Title: HSE Engineer JOB ID: HSE-ENG-0001 Reporting To: Manager
Job Responsibilities
Drive a Zero Incident Culture for all employees.
Maintain the company's HSE Management System.
Involve in developing, implementing, monitoring HSE policies, procedures and objectives.
Prepare and update HSE Management Plan, HSE Management Procedure, Environmental Management Procedure, Risk Register, HSE Audit Plan/Procedure, Emergency response plan and any other HSE related documents.
Prepare data required for completing HSE questionnaires enquired by clients, or as ITB (Invitation to Bid) response to the Clients.
Review ITB documents and provide technical support to proposal team.
Review contract requirements for project execution and organize the preparation of the Technical Document Register.
Prepare and manage required documents for related internal/external audit, and process it.
Provide interface with clients or subcontractors as/when necessary.
Ensure all relevant policies and procedures comply with local legislative requirements.
Direct activities necessary to ensure that the compliance with all Canadian and state HSE legislative requirements.
Manage and control safety execution of the fabrication/construction activities by contractor and verify the works and work procedure meet relevant HSE requirement and guideline.

Liaise with local authorities or agencies on health, safety and environmental issues.
Participate in employee performance evaluations.
Coordinate HSE failure investigation and verify effectiveness of corrective actions implemented.
Deliver initial HSE training to new employees, as well as sub-contractors employees.
Prepare monthly/quarterly reports regarding HSE.
Coordinate HSE related contractor activities including authorizing purchase requisitions and approving contractor work plans.
Coordinate the investigations of work related incidents and accidents.
Promote, facilitate and administrate HSE performance initiatives, including employee observation/suggestion scheme, Behavior-Based Safety Process and Workplace Health Programs, to promote open communication and to continually improve safety within the Company.
Track audit and inspection findings and communicate progress toward closure.
Qualification Requirements
Education: University Degree in Technical and/or Environmental Engineering.
Other Requirements:
- At least 3 years project experiences as HSE related position i.e. Safety Officer, HSE Engineer, HSE Specialist, HSE manager, etc..
- Having experience to produce HSE management system.
- Good written and spoken communication skills in English.
- Familiarity with the national HSE statuary requirements.
- Organized with demonstrated ability to complete tasks within specified time lines.
- Strong attention to detail and decision making ability.
- Professional approach to job responsibilities and working with others.
